Job description
- Regulatory and Governance Compliance – Ensure compliance with Safety data analytics and safety data protection in accordance to ATNS Processes (Policies and Procedures), International Civil Aviation Organization (ICAO) – Annexes, documents, and circulars, and Aviation Legislation requirements Civil Aviation Regulation (CAR) & Civil Aviation Technical Standards (CATS).
- Ensure ATNS safety data complies with its internal safety processes, procedures, directives, and instructions. Assist in the development, implementation, and maintenance of the ATNS Safety Management System. Lead safety assessments in all change management areas which are subject to the Hazard Identification and Risk Mitigation process. Ensure all mandatory occurrences and applicable hazard reports are reported to the SACAA in the correct format within the prescribed timelines.
- Maintain safety data systems, databases, and statistics – Develop and maintain an effective safety data management reporting mechanism including the management and assignment of users according to their safety roles and responsibilities. Request and receive safety recordings to be used for investigations and for distribution to the AIID. Distribute MORs and investigation reports to the SACAA and AIID respectively as required.
- Management and assignment of External safety audits, ASRs, UCRs, and HAZREPS through all the respective safety tools, including external stakeholder systems such as IQSMS and EMPIC. Ensure that all safety recommendations and safety audit findings and corrective action plans are correctly and timeously populated and updated on the safety data base. Consolidate safety occurrence data for statistical output when requested. Identify and monitor safety data trends and report to management.
- Manage and maintain the aviation safety portal and all related subsites. Create investigation and audit trackers for statistics compilation. Analyze safety data and produce safety statistics and graphs. Assess the efficacy of implemented recommendations and corrective actions.
- Manage Safety Assessments – Ensure that safety risks and hazards are effectively managed in the event of system change to enable the ongoing provision of safety assurance to ATNS. Receive safety assessment requests, evaluate the changes required, and register safety assessments on the relevant register. Ensure the correct and effective composition of the safety assessment team and facilitate hazard and risk identification brainstorming sessions. Train and mentor safety assessment specialists and provide continuation training. Provide subject matter expertise on safety assessments to all relevant projects within ATNS. Conduct oversight and assurance activities on the commissioning and decommissioning of new ATSUs to ensure safety risk management compliance.
- Coordination of Internal and External Safety Audits – Conduct annual and follow-up safety audits for all areas of safety assurance. Compile safety audit reports containing findings and observations identifying non-compliance and systemic failures within the system. Formulate recommendations to support findings and observations and to improve the safety of the Air Traffic Management (ATM) system. Monitor, track, and update all audit findings and non-conformance corrective action plans, ensuring all recommendations are effectively implemented. Guide and coordinate the population and completion of corrective action plans, submit to the external auditor, and monitor and track the progress of the corrective action plans.
- Safety Investigations – Train and mentor safety investigators and provide continuation training. Assist unit investigators with safety data collection from ATSU’s. Maintain the training curriculum of the unit investigation training course.
- Maintain Safety Management Systems – Manage and maintain safety documentation. Present SMS training across all levels of the organization and to all employees. Participate in corporate induction activities. Conduct safety presentations to internal and external stakeholders as required. Create safety content for distribution on internal media. Organize and coordinate appropriate annual safety promotion activities. Participate in safety audit and safety investigation activities. Participate in unit safety investigator training and support.
- Safety Committees and Work Groups – Participate in relevant external safety-related committees. Review and provide input to CARCOM’s proposed regulations and technical standards.
- Review and provide input to NASCOM proposals. Provide ATNS responses at Tactical Action Group (TAG) to AIAG recommendations. Prepare reports for the Safety Review Board (SRB) and Safety Action Group (SAG) by reviewing all safety events to extract high-risk events and outstanding recommendations as well as outstanding safety audit data.
Minimum Qualifications:
- National Diploma in Engineering (Electronic/Computer Systems or equivalent) or Aviation Safety
- Degree in management/leadership or business management will be advantageous
- Safety Management Certification
- OHS Certification
- Safety Investigation Training (IATA, ICAO-endorsed, or equivalent) will be advantageous
- Comprehensive understanding of ICAO and Civil Aviation legislation, standards, and recommended practices
- Audit and Quality Management Certification (ISO or equivalent)
Minimum Years of Experience:
- At least 5 years in aviation safety, including ATM/CNS technical systems and investigations of which
- 3 years in a Technical Standards Specialist or team leadership role
- Demonstrated experience in leading audits, investigations, and stakeholder liaison activities
