Job purpose:

  • To develop and implement a Conventional Industrial Safety programme ensuring compliance to the Necsa SHEQ-INS system and Occupational Health and Safety requirements and the applicable licences.

Key Performance Areas

Process Management

  • Provide technical guidance to Safety Officers in the implementation of Health & Safety Programmes
  • Coordinate the activities of Safety Officers and collate feedback from Safety Officers for feedback to line management
  • Provide health and safety advice to line management and their personnel
  • Provide guidance to and assist line management in ensuring compliance to the SHEQ system w.r.t.Occupational Hygiene and Industrial Safety
  • Report Industrial Safety and Occupational Hygiene matters to line management, and other relevant stakeholders.
  • Provide guidance to and assist line management in the implementation of SHEQ system and development safety related procedures
  • Ensure compliance by including new requirements and identifying possible shortcomings to ensure that facility industrial safety and Occupational Hygiene programme are more streamlined and effective
  • Compile reports on the status and effectiveness of the Industrial Safety and Occupational Hygiene programme
  • Prepare and present training on facility conventional safety programme (e.g. procedures, forms, templates and registers, etc)
  • Manage and chair Safety Committee meetings.
  • Coordinate facility H&S Structures and resources (e.g. human, technical, and financial), with relevant competencies to discharge multiple health and safety functions.
  • Act as a catalyst between corporate Safety Specialists disciplines and line management on order to ensure a coordinated effort to continuously improve SHE performance at operation levels 

Process Implementation  

  • Develop criteria for evaluation and perform on-the-job safety evaluation of projects, processes and procedures in order to identify, control and protect against hazards.
  • Invigilate activities in the facilities to ensure safe operation. Coordinate the conducting of HIRA (both health and safety) as per legal requirements including PPE HIRA’s.
  • Prescription of appropriate personal protective equipment and ensure that such equipment is provided and used correctly.
  • Develop project specific Baseline HIRA
  • Prescribe and control protective measures required on work permits and in work instructions (Written Safe Work Procedures and Safe Work Method Statements). These are for complex task and high risk tasks.
  • Ensure programmes to mitigate against identified risks are designed and well communicated.
  • Assist line management with incident investigations
  • Coordinate and assist line management with the implementation of certified H&S management System.. 

Process Management and Implementation (Specialization) 

  • Act as designated Safety Specialist and other relevant designated functionaries (e.g. Construction Safety Officer etc.) defined in various regulations/ standards / instructions.
  • Develop project specific H&S specification evaluation criteria.
  • Advice and provide guidance in the development of contractor’s health and safety plans. Evaluate and approve contractor(s) health and safety plans to ensure compliance to Necsa standard health and safety specification.
  • Confirm contractor’s competencies, knowledge and resources to carry-out project work or construction work safely.
  • Approve contractor’s Issue Based HIRA
  • Advice on the requirements for contract documentation related to construction health and safety requirements (e.g. Section 37(1) Agreements) and ensure the availability of project specific health and safety documentation for distribution to contractors is included in their tender submissions.
  • Attend project planning, technical and health and safety committee meetings to give inputs, advice in order to ensure alignment of construction activities with Necsa SHEQ requirements
  • Invigilate activities of the contractor and ensure that means of controls exist between the client and contractors to stop any work that endangers or has the potential to endanger contactor(s) workers 

Audits (Internal and External)

  • Prepare for and attend inspections/audits (SHEQ, SABS, NNR etc).
  • Ensure inspection/audit findings are closed w.r.t conventional safety. Ensure H&S Reps carry out inspections.
  • Provide status feedback on findings
  • Advise and provide guidance to and assist line management with statutory and regulatory surveys, inspections and audits
  • Develop internal audit scope and conduct audits on the implementation of the occupational safety programme.
  • Ensure SHEQ inspection and audits are carried out on a construction site(s) to ensure compliance with Necsa SHEQ requirements.

KEY KNOWLEDGE & SKILLS

  • In-depth knowledge of ISO 45001
  • Knowledge of ISO 9001, ISO 14000 quality management requirements
  • Working knowledge of EXCEL and MS WORD
  • Knowledge of business processes (e.g. project management, document management systems, lab management, etc.);
  • Knowledge of relevant National and adopted international legislative , statutory and regulatory requirements, safety standards, e.g. OHS Act, Nuclear Energy Act, NNR regulations;
  • Knowledge of relevant Necsa policies and SHEQ-INS system requirements;
  • Knowledge of implementing and maintaining safety, health, environment systems.
  • Knowledge of system auditing;
  • Knowledge of the safety and health hazards.
  • Strong interpersonal skills and the ability to effectively communicate with a wide range of individuals and constituencies in a diverse community.
  • Ability to gather data, compile information, trending and prepare reports.
  • Good communication, negotiation and motivational skills.

Requirements
MINIMUM EXPERIENCE

  • At least 5 years in the implementation and maintenance SHEQ systems

The following would be advantageous:

  • Formal safety management courses such as SAMTRAC and/or Occupational Hygiene certificate;
  • Knowledge of safety management software;
  • Project Management

MINIMUM QUALIFICATIONS

  • National Diploma in Safety Management or equivalent.
  • Applicable Professional registration (e.g. Construction Health and Safety Officer)
