REQUIREMENTS:
- Incumbent must have a Grade 12; a B Degree / Advanced Diploma in Finacial Accounting/Cost and Management Accounting/Taxation /Public Finance NQF level 7, a Valid driving license, Municipal Financial Management Program (MFMP) Certificate.3-5 Years relevant experience in Financial environment of which 1 year must be Assets related experience, must be vvilling to work outside normal working hours when required, and meet deadlines.
KEY RESPONSIBILITIES/ DUTIES
- Planning and management of all Municipal Assets in conjunction with the user department’s reliable sources of goods and services required, negotiating short- and long-term supply/ service contracts with suppliers, obtaining “Best Value for Money” in the procurement of goods and services, identifying and managing risk of supplier default with contingency planning, and liaising with user departments on supplier performance.
- Monitoring control measures in respect of the application of relevant instructions with regard to institutional control on assets, inventory, and services.
- Verifying that the municipality is provided.with an uninterrupted flow of materials, goods, and services, and checking products and confirming/ acknowledging details recorded on transactional documentation correspond with receipts.
- Defining/ adjusting the key performance indicators, job design, and role boundaries of personnel against service delivery requirements.
- Analysing trends, operating requirements, and forward plans to establish/ determine funding/ expenditure for the period.
- Evaluating the department’s performance against budget and addressing deviations/ variances with appropriate personnel.
- Monitoring and implementing corrective measures to rectify deviations/ acts contrary to financial regulations, audit requirements, and departmental procedures.
- Evaluating the capability of service providers and suppliers to meet the demand and supply requirements of the Municipality.
- Assessing feedback and analysing quality control assurance appraisals on service level/ standards and implementing remedial measures and/or actions to maintain internal/ external supply chain integrity.
- Participating in various meetings (council, internal, and external forums) and providing comments/ opinions on matters affecting or concerning the functionality.
- Implementing and managing the Asset Management Policy.
- Verifying that the Asset Register is properly and accurately compiled and reconciled to the General Ledger.
- Compiling and analysing all Asset Acquisitions from capital and operating votes for input to the Asset Register.
- Organizes, prioritizes, and schedules tasks so that they can be performed within budget within budget and with efficient use of time and resources.
