ROLE OVERVIEW
- Reporting to the Chief Digital Officer, the incumbent will design and develop programs aimed at improving municipal Digital and ICT capability maturity. To provide advice and guidance to municipalities on how to lead, manage, govern and operate ICT functions in a digitally evolving world.
THE CANDIDATE PROFILE
- Sound understanding of policy and legislative frameworks in area of responsibility.
- Knowledge of the SALGA business and sustainability requirements.
- Understanding of project management principles.
- Strong facilitation, consulting, report writing, and presentation skills
- Understanding of Digital transformation and emerging technologies associated with the 4th IR (and beyond)
- Strong understanding of ICT governance, policies, processes, frameworks and architectures
- Strong Research skills
- Ability to work under pressure
- Self-starter
- Staying abreast of new developments in the area or responsibility
- Working knowledge of the developments (globally and in South Africa) in the related professional disciplines reporting to the position.

QUALIFICATIONS AND EXPERIENCE
- Bachelor’s Degree in Informatics/Information-Systems, Computer Science or Information Technology or equivalent; Post Graduate qualification would be an added advantage.
- Knowledge of the governance frameworks, and standards of managing ICT and Digital functions (i.e. Corporate Governance of ICT, COBIT, ITIL, etc.)
- ICT and Management Consulting experience
- Understanding of traditional and modern system development methodologies
- Knowledge of developing and evaluating ICT and digital strategies
- Sound understanding of emerging digital technologies and
- At least 5 years work experience of which two were in a managerial level and/or ICT consulting and advisory role
- Demonstrates a sound understanding of the Local Government Sector; and
- Sound track record in effectively managing complex and sensitive stakeholder engagements at all levels.
- Sound understanding of policy and legislative frameworks in area of responsibility.
- Knowledge of the SALGA business and sustainability requirements.
- Understanding of project management principles.
- Valid Driver’s License.
KEY PORTFOLIO AND PERFORMANCE FOCUS AREAS
- Stakeholder Engagement and Business Relationship Management
- Collaborate and advise municipalities on ICT management, governance, and operations
- Conduct Digital Maturity assessments and assist municipality in implementing inventions to improve digital maturity
- Analyse and Research Best Practices and Provide Market Intelligence on the use of Smart Technologies by Municipalities
- Facilitate programmes aimed at improving ICT skills within Local Government Identify and implement programmes and partnerships that seek to improve ICT skills in Local Government
